X-WR-CALDESC:The Wilmington Police Department will be offering a training c
ourse on Civilian Response to Active Shooter Events (CRASE) for our commun
ity. Please join us for this free program.\nCourse Introduction: In the pa
st two decades\, horrific mass shootings have been thrust into public cons
ciousness. Mitigating the effects of these sudden incidents is the respons
ibility of those who serve in our communities’ public safety organizations
. The public expects an effective and swift response to these threats and
the sequence of events that follow them. Research has shown\, however\, th
at many of the mass attacks\, or active attacks\, are over before law enfo
rcement responders arrive on the scene. Civilians who find themselves embr
oiled in such an event must be prepared to take immediate action to save t
heir own lives before law enforcement arrives. The average response time f
or police response to an active attack event is three minutes. Without eff
ective\, pre-planned response options for civilians at the scene of the at
tack\, many victims can be seriously injured or killed during these three
minutes. Local law enforcement agencies and officers are often asked to pr
ovide guidance to their communities about what civilians should do if face
d with an active attack threat. The Civilian Response course is a 2 hour t
raining and information session that can assist civilians with establishin
g a response plan.\nCourse Goal: To increase the survivability of victims
in an active shooter event\, civilians must have preplanned response optio
ns they can easily remember and initiate under extreme stress. For the pur
poses of this presentation and discussion\, we will consider an active sho
oter as “attempted mass murder” with a firearm. The expectation is that pa
rticipants will use the information provided during the training build a f
ramework that is easy to retain and recall under stress\, which will save
lives and reduces casualties of active shooter events.\n
